Morris Chang and the Institutional Foundation of Vanguard Semiconductor
When Morris Chang established Vanguard International Semiconductor Corporation in late 1994, the move marked an important expansion of specialized chip production in Taiwan. Having already guided the formation of pure-play chip fabrication, Chang widened the ecosystem by creating a dedicated integrated circuit foundry provider.
Industrial Foundations and Engineering Methods
Chang developed his operational approach during decades of technical leadership in the United States. After completing undergraduate and graduate engineering degrees at the Massachusetts Institute of Technology, he entered the semiconductor field in 1955 at Sylvania Electric Products, working on transistor yields and device engineering. Joining Texas Instruments in 1958, he moved into engineering management and eventually oversaw the company worldwide semiconductor operations as group vice president. During this period, he completed a doctorate in electrical engineering at Stanford University in 1964.
At Texas Instruments, Chang introduced an unconventional commercial method of pricing semiconductors ahead of the cost curve. This approach accepted minimal initial returns to build volume, expand market share, and improve factory yields, which generated stronger financial results over an extended timeframe. His oversight of a four-transistor initiative manufactured through IBM demonstrated the potential of early foundry arrangements. Furthermore, while analyzing international operations in the early 1980s, Chang observed that a corporate plant in Japan produced double the yield of a comparable Texas facility, convincing him that the future of advanced semiconductor fabrication lay in Asia.
Building Taiwan Dedicated Foundry Infrastructure
Following an executive term as president and chief operating officer at General Instrument Corporation, Chang relocated to Taiwan to become president and chairman of the Industrial Technology Research Institute. Charged with guiding technological development, he oversaw the creation of Taiwan Semiconductor Manufacturing Company in 1987, structured as a dedicated foundry with licensing from Philips and capital from the National Development Fund.
As international electronics firms recognized the financial and practical advantages of outsourcing production to Asia, the foundry structure became an essential element of modern industry.
The Launch and Growth of VIS
In December 1994, Chang founded Vanguard International Semiconductor Corporation in the Hsinchu Science Park, assuming the role of chairman. VIS was established to operate as a specialized integrated circuit foundry service provider, adding specialized production capabilities to Taiwan growing manufacturing base.
Under Chang stewardship, VIS aligned closely with primary industrial stakeholders. Major ownership positions were held by Taiwan Semiconductor Manufacturing Company, the National Development Fund of the Executive Yuan, and institutional investors. In March 1998, the company completed a public listing on the Taiwan Over-The-Counter Stock-Exchange. Chang remained chairman of VIS until 2003, directing its governance alongside his responsibilities at TSMC and establishing VIS as an enduring component of Taiwan specialized foundry sector.
